Services provided:

  • Conducted comprehensive desk research on Albania’s tourism policies, regulatory frameworks, donor activities, and tourism strategy documents, with a focus on identifying gaps and opportunities for sustainable development
  • Mapped and interviewed over 30 stakeholders across public institutions, private sector associations, NGOs, academia, and international donors to gather perspectives on tourism sector challenges, priorities, and intervention needs
  • Analysed the tourism system at macro, meso, and micro levels to identify key structural and governance gaps, especially in destination management, workforce development, business climate, and regulatory frameworks
  • Identified strategic entry points for Swiss support, aligned with SECO/SDC approaches, focusing on destination management structures, sustainable product development, regulatory reform, and stakeholder coordination
  • Developed five project intervention packages with concrete objectives, expected outcomes, risk mitigation measures, and implementation modalities, each addressing a specific level or theme (macro, meso, local, rural/nature-based tourism, and business climate)
  • Delivered a final report and presentation outlining project proposals and strategic recommendations for Swiss engagement in Albania’s sustainable tourism sector
